Program Call FY2010

The annual program call has two Parts:
A call to the IC Advisors for Research Topics: Topic Selection
A Research Solicitation containing the research topic areas and requesting research proposals

Part 1

Call for Research Topics:
Topic proposals are due 18 September 2009 from IC scientists interested in serving as IC Advisors and who are employed by the CIA, DIA, DNI, FBI, IARPA, NGA, NRO, or NSA. Federal employees interested in serving as an IC advisor for a minimum of two years apply by submitting their resume and a research topic that will draw highly qualified Postdoctoral Fellows. The list of topics and advisors is finalized by the Postdoctoral Selection Panel.

Submission Requirements for Research Topics

All submissions must include the following:
Unclassified white paper outlining the proposed research project, its technical objectives, and goals (Please use the attached template, and limit to two pages).
Unclassified resume of the proposed IC Advisor (limit of two pages).

Part 2

Call for Research Proposals:
The second stage of the Program Call is the release of the Research Solicitation requesting research proposals from the scientific community. Research proposals can be submitted starting 7 December 2009 until 29 January 2010 and should only address approved topics. Proposals from universities, colleges, or selected national laboratories are eligible, provided that the proposed Postdoctoral Fellow is a US citizen. The grant funding is for a two-year period, with an optional third year.

Submission Requirements for Research Proposals

All submissions must include the following:
A research proposal, to include a project description; (Click here for example)
Resume of the proposed Principal Investigator (limit of two pages);
Resume of the proposed Postdoctoral Researcher (limit of two pages) if the Fellow is identified before submission. If not, the PI has one year from the award date to find a qualified Fellow.
Costs and certifications; and
Deadline: 29 January 2010.

Evaluation and Award:
All submissions undergo a rigorous review. Proposals are selected based on merit, relevance to the mission, and available funding.
